Early Start Intake (Children under the age of 3)

  • Have a developmental delay of at least 25% in one or more areas of cognitive, communication: expressive & receptive,
  • Have an established risk condition of known etiology, with a high probability of resulting in delayed development; OR
  • Be considered at high risk of having a substantial developmental disability due to a combination of biomedical risk factors of which are diagnosed by qualified personnel. 
  • Intellectual disability
  • Cerebral palsy
  • Epilepsy
  • Autism

Children from birth to age 4 may qualify for provisional eligibility if they demonstrate significant functional limitations in at least two of the following areas:

  • Self-care
  • Receptive and expressive language
  • Learning
  • Mobility
  • Self-direction​

This provisional status allows access to services until the child’s fifth birthday. At that time, a reassessment is conducted to determine eligibility for ongoing services.​

Early Start Program-Children Birth to 36 Months

Families whose infants or toddlers have developmental delay or disabilities, or are at risk for developmental delay or disabilities, may qualify for early intervention services via the Early Start program.

The single point of entry to early intervention services is the regional center in your local area. All infants and toddlers potentially eligible for a regional center program will be evaluated by the regional center to determine eligibility for Early Start.

In partnership with the Department of Developmental Services (DDS), and other community partners, the San Gabriel/Pomona Regional Center (SG/PRC) welcomes you to the Early Start Program.

Early Start Services are available statewide and are provided in a coordinated, family centered system.
