Introduction to the San Gabriel/Pomona Regional Center

Purchase of Services (POS) Expenditure Data

As of June 27, 2012, the Lanterman Developmental Disabilities Services Act (“The Lanterman Act”) was amended, as required by section 4519.5 of the Welfare and Institutions Code (WIC).  This amendment required the Department of Developmental Services (DDS) and Regional Centers to annually collaborate to compile data relating to purchase of service (POS) authorization, utilization, and expenditure by each regional center with respect to consumer age, race or ethnicity, primary language, and disability. Later the requirement was changed to include residence type.

(The term “consumer” is interchangeable with the term “client”, meaning a resident of the State of California with developmental disability/disabilities who has been determined to be eligible for regional center services under the provisions of the Lanterman Act. Please note that to be more Person-Centered, SG/PRC prefers to avoid the use of these labels when referring to the individuals we serve.)

Initially, these POS data, including the number and percent of those eligible for regional center services -- but not receiving purchased services -- was required to be posted by DDS and each Regional Center on their respective websites by March 31, 2013. Now the Regional Center Purchase of Services (POS) Data Reports are required to be posted by December 31 of each year.
