 Standardized Individual Program Plan Template and Procedures

 the State’s Budget Trailer Bill for developmental services, SB 138 (Chapter 192, Statutes of 2023), added Welfare and Institutions (W&I) Code section 4435.1, requiring the establishment by June 30, 2024, of a standardized individual program plan (IPP) template and standardized procedures that are consistent with person-centered services planning requirements. Person-centered services planning requirements are described in the Federal Medical Home and Community Based Final Rules (42 Code of Federal Regulations 441.301(c)(1-3).

 Social Recreation, Camping and Non-Medical Therapies – Legislative Intent and Provider Access

Directive to clarify the requirements contained in Welfare and Institutions (W&I) Code section 4688.22 and provide guidance to regional centers on facilitating access to providers and vendorization of social recreation services, camping services, and nonmedical therapies including but not limited to, specialized recreation, art, dance, and music (social recreation, camping and nonmedical therapies); the requirements for facilitating vendorization and using participant-directed services; and, the application of Usual and Customary (U&C) rates as outlined in California Code of Regulations (CCR), Title 17 section 57210(a)(19).

Self-Determination Program - Service Provider Background Checks.

This directive is regarding the background check requirements, from the November 4, 2019 guidance.

 The following individuals are required to get a Department of Developmental Services (Department) criminal background check:

• Any employee of an SDP participant who will provide direct personal care services. This does not include family members who are paid to provide direct personal care services that live in the same home as the participant.

• Any employee of a provider that is not a regional center vendor and will be providing direct personal care services to an SDP participant

Self-Determination Program: Final Extension of Initial Person-Centered Plan & Pre-Enrollment Transition Supports

The Department of Developmental Services’ (Department) July 28, 2022 guidance outlined the services available to potential Self-Determination Program (SDP) participants and their families who have completed an SDP orientation and who are transitioning to enrollment in the SDP. The Department issued additional guidance on December 2, 2022 to extend the dates for both Options A and B (described below) for Self-Directed Supports and to develop a standardized vendorization packet. The standardized vendorization packet was provided in the March 20, 2023 guidance.
