QUALITY INCENTIVE PROGRAM – PROVIDER DIRECTORY
The Department of Developmental Services’ (Department’s) September 23, 2022 letter describes the Quality Incentive Program (QIP) and letter D-2024-Rate Reform-001 provides overall guidance regarding rate reform implementation. We recommend reading the overall guidance before reading this directive. This directive provides information about opportunities for service providers, including service providers not otherwise included in rate reform, to participate in the QIP and earn incentive payments by completing activities involved in the new “Provider Directory.”
Since the beginning of the QIP, service providers have been able to earn one-time lump-sum payments for achieving specific measures. Moving forward there will be a transition from such payments to quality incentives as a portion of the rate reform reimbursement rate. For service providers included in rate reform, participation in the Provider Directory measures is the only way to attain the up to 10% quality incentive portion of the reimbursement rate from January 1, 2025 through June 30, 2026.

RATE REFORM FULL IMPLEMENTATION OVERVIEW
The next stage in the redesign and reform of rates for many services that support individuals with intellectual and developmental disabilities (I/DD) becomes effective January 1, 2025. This letter provides some background regarding rate reform, highlights some of the steps that have occurred over the last few years, and previews some upcoming activities. Not all available services are included in the rate reform, and rates and expectations for service delivery for those services remain unaffected.

Standardized Individual Program Plan Template and Procedures
the State’s Budget Trailer Bill for developmental services, SB 138 (Chapter 192, Statutes of 2023), added Welfare and Institutions (W&I) Code section 4435.1, requiring the establishment by June 30, 2024, of a standardized individual program plan (IPP) template and standardized procedures that are consistent with person-centered services planning requirements. Person-centered services planning requirements are described in the Federal Medical Home and Community Based Final Rules (42 Code of Federal Regulations 441.301(c)(1-3).

ADJUSTMENTS TO INDEPENDENT LIVING SERVICES RATE MODELS AND PROVIDER RATES EFFECTIVE JANUARY 1, 2024
This correspondence provides information on upcoming changes to rate models for Independent Living Services (ILS), effective January 1, 2024, per SB 101 (Chapter 12, Statutes of 2023). Specifically, ILS rate model assumptions were updated to include occupational categories with duties more equivalent to those provided in ILS. While this change results in an approximately 25 percent (25%) increase to the rate model, or benchmark rates, the actual impact for each provider’s rate is dependent on the rate in effect on March 31, 2022.

Self-Determination Program - Service Provider Background Checks.
This directive is regarding the background check requirements, from the November 4, 2019 guidance.
The following individuals are required to get a Department of Developmental Services (Department) criminal background check:
• Any employee of an SDP participant who will provide direct personal care services. This does not include family members who are paid to provide direct personal care services that live in the same home as the participant.
• Any employee of a provider that is not a regional center vendor and will be providing direct personal care services to an SDP participant

WORKFORCE DEVELOPMENT AND TRAINING: DSP TRAINING STIPEND PROGRAM
In June 2022, the budget Trailer Bill for developmental services, SB 188 (Chapter 49, Statutes of 2022), added Welfare and Institutions (W&I) Code section 4699.2, which established the DSP Training Stipend Program with the intent to enhance the quality of services received by consumers, improve DSP retention, and increase interest among DSPs in skills development and continuous learning opportunities by offering stipends for the completion of training courses. Through this program, DSPs can receive up to two $625 (before taxes) stipends for completing approved training courses. The DSP Training Stipend Program is time-limited and all trainings must be completed by June 30, 2024.
